Article describing the French-English bilingual elementary education program as developed and instituted by the Franklin Northeast Supervisory Union of Franklin County, Vermont. Bilingual education as a response to certain educational and developmental needs of the Franco youth population of northern Vermont; as a means of educating appropriately with state-mandated "basics"; and as a successful example of alternative education for all students.
